A controlled purchasing platform for prepaid-card users.
Customers sometimes have funds available on prepaid or debit cards that cannot be used with a particular merchant. Prepaid Concierge is being designed to let those customers complete one specific purchase, using a virtual payment card configured for that transaction alone.
We are pre-launch. No cards are being issued and no customer funds are being handled today. This page describes the transaction architecture we are proposing and the partners we are looking for.
What we are
Prepaid Concierge is a technology and purchasing platform. We are not a bank, and we do not intend to issue cards ourselves.
The product is deliberately narrow: one purchase, one merchant, one virtual card. A customer identifies a specific merchant and a specific amount, funds that amount from an eligible card, and receives a virtual payment card configured for that transaction. The customer completes their own purchase with the merchant.
The scope is intentional. It is what keeps this a controlled merchant purchase rather than an open-ended stored-value or funds-transfer product, and it is the basis on which we want to build the program with a partner.
Intended transaction architecture
Each transaction is designed to follow the same five steps, in order.

Select a specific merchant
The customer names the merchant they need to pay. The request is merchant-scoped from the first step.

Enter a specific purchase amount
The authorized amount is fixed before any card exists. There is no open-ended balance.
- 03
Provide an eligible funding source
The customer funds the purchase with an eligible prepaid or debit card through a regulated payment processor.
- 04
Receive a virtual payment card for that transaction
Once funding settles, a virtual card is provisioned and configured specifically for that merchant and amount.

Complete the purchase with the merchant
The customer completes their own purchase directly with the merchant. Funds are not transmitted to a third party.
Our intended card controls
These are the constraints we want configured on the program. We are looking for a partner who can enforce them at the authorization layer, not only in our application logic.
Every card is limited to
- Single merchant
- Specific dollar amount
- Single-use transaction
- Automatic expiration
Explicitly out of scope
- No ATM access
- No cash withdrawal
- No peer-to-peer transfer
- No unrestricted card issuance
The platform is not designed to convert prepaid card balances into cash, to move funds between people, or to issue general-purpose reloadable cards. Regulatory characterization of the program will be determined together with counsel and the partners we select.
What we're looking for
We are seeking a regulated financial institution, card issuer, payment processor, and/or program-management partner to provide the underlying infrastructure for this platform.
Sponsor bank / issuing institution
A regulated financial institution to sit behind the card program.
Card issuer / issuer processor
Virtual card issuance with merchant-level and amount-level authorization controls.
Payment processor / acquirer
Inbound acceptance of eligible prepaid and debit funding cards.
Program management
Program management, BSA/AML, and compliance oversight for the card program.
Where we are today
- Product design and customer-facing flow defined.
- Collecting real demand: prospective customers submit the merchant and amount they need to pay.
- Seeking payment, card-issuing, and banking partners to build the program on.
- No cards issued, no customer funds handled, and no live payment processing.
